Significant changes ahead for EU cross-border e-Commerce
Starting July 2026, the EU will introduce a €3 customs duty on parcels valued under €150, applied per item category in each shipment. This interim measure precedes a major customs reform planned for 2028, which will abolish duty-free low-value imports. Expect higher prices for cheap goods and new shipping strategies from overseas sellers.
The European Commission proposes Regulation on European Business Wallets
On November 19, 2025, the European Commission published a proposal for a European Business Wallet. The wallet would provide secure and legally valid digital identification for businesses of all sizes and public sector entities, enabling authentication and data exchange in B2B, B2G, G2B, and G2G transactions across the EU, to support fair competition regardless of place of establishment.
The EU Commission plans to revise rules on e-invoicing in public procurement
On November 19, 2025, the EU Commission announced an initiative to revise the EU’s Directive 2014/55 (the e-invoicing Directive) on e-invoicing in public procurement across Member States.
