Regulatory updates - Kyrgyzstan

On 6 April 2023, the Kyrgyz Republic adopted new requirements for invoice usage. Sales invoices must be registered with the Electronic Invoice Note system (ETTN) to be issued to customers electronically.

Moreover, the new requirements do not apply to taxpayers that use cash register and pay tax conditioned on a patent or apply zero rate based on a single tax with an annual revenue under KGS 8 million (ca. EUR 84 000).

The State Tax Service of Kyrgyzstan has now announced that all taxpayers  are required to accept ETTN by May 2023, despite ETTN already being in place for the oil sector since May 2022.

A statement by the Kyrgyz Tax Authority declares that as of 1 January 2023, it will be obligatory for economic operators and entrepreneurs selling goods to issue e-invoices. This will be done by registering in the Kyrgyz Tax Authority’s information system (ETTN). Taxpayers will use their fiscal accounts to sign in to the ETTN system and, subsequently, can issue and receive invoices from the portal provided by the Tax Authority. The same system will be exchanging e-invoices between the suppliers and the buyers, meaning that Kyrgyzstan implemented the Centralised Exchange CTC model.

It is important to note that this step is an extension of the obligation that has already been in place for supplies of oil and oil products since 15 May 2022 and for supplies of goods included in the list approved by the Eurasian Economic Commission since 1 July 2022.

The Kyrgyz government believes that e-invoice issuance will improve efficiency and decrease costs. The business document flow management is optimized by allowing seamless document exchange in reduced amounts of time.
