Pagero (Part of Thomson Reuters) listed as “Pre-Approved E-invoicing Service Provider” in the UAE

On September 29, 2025, the Ministry of Finance published the first list of Pre-Approved E-invoicing Service Providers on its website, listing Pagero as a pre-approved Accredited Service Provider (ASP). This accreditation allows Pagero (Part of Thomson Reuters) to offer a compliant solution to international and domestic businesses operating in the UAE. 

Service providers that wish to operate in the UAE need to undergo an extensive accreditation process in order to be certified by the Ministry of Finance (MoF) as Accredited Service Providers (ASP). The inclusion of Pagero on the first published list of 5 ASPs acknowledges fulfillment of the legislative requirements and capabilities necessary to support taxpayers subject to the upcoming UAE e-invoicing and CTC obligations.

What this means for UAE businesses 

The Ministry of Finance issued two new Ministerial Decisions that establish the timeline for a phased roll-out of the e-invoicing obligation and the scope for implementing the system. The Decisions specify that the Electronic Invoicing System must be used by all entities conducting business in the UAE for all business-to-business and business-to-government transactions, with only a few exceptions. Businesses not within the scope may voluntarily comply.

In-scope businesses must issue and receive electronic invoices and credit notes through the system, using their appointed Accredited Service Provider. These documents must include all required data fields as specified by the MoF.

Implementation timeline

The roll-out will adhere to the following timeline:

  • July 1, 2026, the pilot program begins for selected taxpayers, with mandatory obligations extending to large businesses with annual revenues equal to or exceeding AED 50,000,000 (approx. 11.59 million EUR);
  • July 31, 2026, deadline for large businesses to appoint an ASP;
  • January 1, 2027, mandatory implementation for large businesses
  • March 31, 2027, other businesses with annual revenue below AED 50,000,000, and in-scope government entities, must appoint an ASP
  • July 1, 2027, mandatory implementation for other businesses
  • October 1, 2027, mandatory implementation for in-scope government entities
